
International NGOs Approved by Israel’s Ministry of Diaspora Affairs in Coordination with COGAT through UN 2720 OPS System.
In accordance with Israel’s humanitarian coordination framework, the Ministry of Diaspora Affairs, in cooperation with COGAT (Coordinator of Government Activities in the Territories), serves as the official governmental authority authorizing international non-governmental organizations (INGOs) to operate in areas under Israeli coordination. These NGOs are approved to conduct humanitarian and recovery operations in coordination with COGAT and within the framework of the UN Security Council Resolution UN2720 Operational Platform based on UN OPS System.
The following list, provided directly by COGAT as of September 2025, details international NGOs currently authorized to operate under this mechanism, supporting life-saving assistance, infrastructure rehabilitation, and community resilience initiatives.
- 🇩🇪 GAiN (Global Aid Network): Food security, health, education, post-disaster reconstruction, schools, and housing rebuilding
- 🇺🇸 Samaritan’s Purse: Emergency relief, field hospitals, shelter, and disaster response
- Global Empowerment Mission (GEM): Disaster response logistics, shelter, and rebuilding initiatives
- All Hands & Hearts (AH&H): Post-disaster reconstruction, schools and housing rebuilding
- Catholic Relief Services (CRS): Food security, health, education, and community recovery
- International Medical Corps (IMC): Emergency medical response, field hospitals, health system strengthening
- Multifaith Alliance for Syrian Refugees (MFA): Cross-faith humanitarian coordination, relief delivery to Syrian communities
- 🇫🇷 Solidarités International: Water, sanitation, hygiene (WASH), and emergency humanitarian assistance
- 🇵🇱 Time of Freedom (Fundacja Czas Wolnosci): Food security, health, education, and community recovery

Note on Coordination and Compliance
All listed international NGOs operate under ongoing supervision and coordination with COGAT and the Ministry of Diaspora Affairs, in compliance with Israel’s national security regulations, humanitarian law, and UN oversight mechanisms established under UNSCR 2720.
Operational approvals are subject to periodic review and renewal to ensure transparency, accountability, and the effective delivery of humanitarian assistance to civilian populations in need. Continued cooperation among these entities reflects Israel’s commitment to facilitating principled, secure, and coordinated humanitarian operations in the region.
