I. Program Purpose and Strategic Vision
The Gaza Reconstruction Initiative is a large-scale humanitarian and infrastructure development program designed to establish a safe, modern, and self-sufficient urban center for the hundreds of thousands of residents affected by the regional crisis.
This initiative envisions a sustainable city that offers permanent housing, employment opportunities, public services, and a robust civic infrastructure.
Led by the Helping Hand Global Forum and the Shoval Group, the project is expected to be supported by a coalition of hundreds of international organizations operating in multiple countries in collaboration with leading partners in engineering, water systems, logistics, and renewable energy.

II. Core Program Components
🔹 Social Housing Units
Construction of 100,000 modular social housing units for 600,000 people
- Each building is pre-equipped with complete electrical, water, sanitation, and air-conditioning systems, as well as basic furnishings and home appliances.
- Buildings will rise to four stories and be organized into neighborhoods of ~1,000 units.
- Each neighborhood will feature integrated access to public and community services.
🔹 Urban Services and Infrastructure
Urban services, facilities, and infrastructure development will include:
- Medical centers (clinics, hospitals)
- Educational facilities, including kindergartens and schools.
- Commercial areas
- Community centers
- Administrative buildings
- Accommodation campuses
- Space will be allocated for Mosques
The city will be designed as a smart city with

🔹 Riviera District
A dedicated Riviera Zone will be established to support economic development, tourism, and employment:
- Facilities for hospitality, commerce, leisure, and coastal recreation.
- Public promenade, dining areas, and cultural spaces.
- Employment across sectors, including tourism, services, trade, and construction
- Designed to attract both local entrepreneurs and international investment
🔹 Energy, Water, and Environmental Infrastructure
- Renewable Energy: Horizontal wind turbines and solar photovoltaic systems. Underground electrical grid network for efficient, resilient power transmission.
- Water Supply: Initial connection to an existing operational desalination facility. Construction of two dedicated desalination plants, with the option of a floating desalination unit for flexible and rapid deployment.
- Sewage and Water Recycling: Localized greywater treatment systems for reuse in public landscaping and agriculture.
- Solid Waste Management: On-site collection and transfer to a centralized treatment facility using gasification and pyrolysis technologies.
- Logistics and Supply Chain: A state-of-the-art, fully automated logistics and fulfillment center. Designed to serve the daily needs of up to 2 million residents, ensuring an efficient, equitable, and uninterrupted supply of food and essential goods
- Telecommunication: Integrated cellular and broadband infrastructure throughout the urban zone
🔹 Labor and Employment Strategy
Balances economic inclusion, technical competence, and project reliability
- Prioritization of local workforce integration across construction and long-term operations.
- Supplementary recruitment of skilled international labor, including potential partnership with Chinese contractors and suppliers.
- Provision of temporary residential quarters for construction workers and operational staff

This initiative represents a high-impact, non-political solution for:
- Providing permanent housing for families in need.
- Enabling access to education, healthcare, and basic services
- Fostering economic resilience and regional cooperation.
- Establishing a replicable, sustainable model for future post-crisis recovery.
